I found a tour that goes to Asahiyama Zoo and Ningle Terrace and booked it! Since I took the Biei bus tour the day before, I went to Shirahige Falls and the Blue Pond was frozen and covered in snow so there was no point in going😭 There were too many people at Ningle Terrace to take pictures and it wasn&#39;t pretty because the lights weren&#39;t on^^; But I&#39;m satisfied because I was able to see the penguins walking comfortably at a low cost ㅎㅎ The guide explained in English and Chinese. The trilingual guide was the best.
